A New Era for The Valley of Tomorrow

At the heart of Melbourne’s north-west, Moonee Valley Racing Club is turning a daring vision into tangible reality: The Valley of Tomorrow.

The Moonee Valley Racing Club is embarking on a once-in-a-generation transformation, redefining what racing and entertainment precinct can be. 

The Valley has been the beating heart of night racing and home to the legendary Ladbrokes Cox Plate. Now, we’re building on that legacy to create a world-class, 365-day destination that celebrates racing, entertainment, community, and connection. 

Our current facilities have served us well, but they’ve reached their twilight years, a 30-year-old track that needs renewal, lighting systems that are outdated and inefficient, and a grandstand more than 50 years old. 

At the centre of this vision is a new Event Centre, an architectural landmark overlooking the winning post that will elevate the race day experience and host events year-round in a vibrant, flexible, contemporary setting. 

The racecourse development will secure the future of racing at The Valley and will include a new track and offer a broad array of amenity for the benefit of club members, residents, and the broader local community to enjoy. 

Complementing the development is Moonee Valley Park (MVP), a thriving new neighbourhood featuring premium residences, green spaces, and hospitality venues such as TOTE Bar & Dining. Together, these elements will ensure The Valley continues to inspire, entertain, and bring people together every day of the year.

Background

In 2009, the MVRC announced its intention to realign the iconic Moonee Valley Racecourse, relocate the grandstand to the northern boundary, and release 23 acres of freehold land for a residential development.

 The planning framework was agreed in March 2015 to enable a new grandstand and racetrack utilising the racecourse landholding to facilitate the building of a mixed-use precinct on approximately nine hectares of land. 

MVRC selected Australia’s leading superannuation fund Hostplus and award-winning developer Hamton as the joint venture development partners in late 2017. 

The Moonee Valley Racecourse Master Plan for the Special Use Zone (SUZ) was prepared in 2020 to inform the future sub precinct applications for the new grandstand, racing infrastructure, and infield activations. 

Between 2020 and 2023 Moonee Valley Park (MVP) Stage 1 was delivered including TOTE Park, TOTE Bar & Dining, and residences in Feehan Row and Thomas Street. 

In 2023 the Moonee Valley City Council unanimously approved planning permits for the Event Centre and Hotel in the northern precinct. 

Symal was appointed as the redevelopment civil and infrastructure contractor in June 2025, with early works commencing in preparation for the racecourse closure following the 2025 Ladbrokes Cox Plate. 

MVP are on track to settle residences into Stonepine House and Trackside House throughout November and December 2025.

The Development Agreement, established in 2017 with Australia’s leading superannuation fund Hostplus and award-winning developer Hamton, is now in the active construction phase of Stage 2. For more details, please refer to the approved SUZ Masterplan documentation .

What started as an evening walk in 2008 has blossomed into a multi-billion-dollar urban regeneration spanning over 15 years—creating homes for residents, vibrant public spaces for the entire community, and a world-class racetrack for generations to come.

Redesigned to deliver the world’s best night racing experience, the track design allows for deeper fields of 16 runners— while preserving that beloved “velodrome-style” thrill and intimate race-day connection.

Horse Stall Enclosure

A purpose-built horse stall precinct will provide state-of-the-art facilities for trainers, strappers, and jockeys, enhancing equine welfare and racing operations while offering visitors a closer connection to the sport.

Infield Activation

A precinct designed for everyday connection—not just race day - This development opens up 10 hectares of infield space for the community, transforming the racecourse into a year-round destination for sporting fields, facilities for markets, festivals, concerts, and cultural events, as well as Outdoor recreation, including walking and cycling paths and community gardens.

Hotel Clubhouse

A boutique hotel and clubhouse will offer premium hospitality, dining, and accommodation, extending the Moonee Valley experience beyond race day and into a year-round destination for visitors and locals alike.

Event Entertainment Centre

The new Grandstand and Event Centre will operate seven days a week, positioning The Valley alongside Melbourne’s most iconic venues. With capacity for major race days, concerts, exhibitions, and community events, it will become a beacon of entertainment in the city’s north-west.

Racecourse Precinct

In accordance with the Masterplan approval, the planning permit applications for the new racetrack, associated infrastructure and maintenance facilities have been approved.

    The precinct is Australia's first sports facility to earn full EnviroDevelopment certification, with initiatives like nearly 90% water recycling, renewable energy, wetlands, and green infrastructure specced throughout your experience.

Project Milestones

  • 2019 – Masterplan announced by Moonee Valley Park, a joint venture between Moonee Valley Racing Club, developer Hampton and superannuation fund Hostplus.

  • 2020-2023 – Stage 1 delivered: including Tote Park, TOTE Bar & Dining, Feehan Row & Thomas Street

  • 2023 – Moonee Valley City Council unanimously approved planning permits for the Grandstand and Clubhouse Precinct, including a boutique 83-room residential hotel with a rooftop bar.

  • 2024 - Residents started moving into Moonee Valley Park, with Feehan Row Townhouses settling first

  • 2025 – Civil and infrastructure works are set to begin in November 2025, following the 2025 Cox Plate Carnival, with staging carefully sequenced for minimal racing disruption.

  • Late 2025 onwards – More than 2,000 homes, public spaces, and world-class racing facilities realised.

This 15-year transformation is carefully staged to protect the racing calendar while delivering new community assets every step of the way.

MOONEE VALLEY PARK & PUBLIC SPACES

Moonee Valley Park is a joint venture between developer Hamton and leading industry superannuation fund Hostplus, in partnership with Moonee Valley Racing Club (MVRC). Through Moonee Valley Park, more than 2,000 new homes will be created in a parkland setting only 6km from Melbourne CBD, with 50% of the site dedicated to green, open space. A new retail and dining village at Cox Place will bring shops, hospitality, and services to the doorstep of residents and visitors. 

Award-winning landscape architects Tract, bring a lifestyle-oriented mindset into every aspect of Moonee Valley Park’s public realm, creating a series of diverse botanical precincts from rainforest, woodlands, historic trees and ornamental gardens. Moonee Valley Park has been certified with all six elements of ecosystems, waste, energy, materials, water and community under the urban Development Institute of Australia's EnviroDevelopment framework.

On the precinct’s completion, approximately 340 full-time employment positions will be created on-site through retail, entertainment, health, and personal services activity. The redevelopment represents a contribution of an estimated $300 million of direct value-added economic activity, and an estimated $1.2 billion in value-added across the wider economy.
